Location
The file can be found in the Foundation, at the Astral Platform (the area in the Astral Plane accessed via the Canyon Rim.) From the Astral Platform PE Control Point, continue upwards to the next area with red sand. The collectible is here, at a small Bureau work site behind the large rock pillar.
