Dr. Yoshimi Tokui was a Japanese citizen and subject of FBC investigation due to a series of paranatural "audio video experience" recordings originating from him.
After noting Tokui's popularity and anomalous effects originating from his recordings, the FBC acquired copies of his audio recordings for study in the Investigations Sector and in the Research Sector. Tokui was also considered for candidacy in the Prime Candidate Program.
Jesse Faden experienced some of Tokui's audio recordings during the Hiss invasion in late 2019.

- Dr. Tokui is voiced by video game designer and writer Hideo Kojima, who is known for games such as the Metal Gear series. This was a crossover cameo, with Sam Lake appearing in Kojima Productions' Death Stranding.
