Tom was an employee of the Federal Bureau of Control during the early explorations of the Foundation of the Oldest House.
Biography
Tom was still alive when Director Northmoor announced the Bureau's staff would be moving out of the Foundation and into the Oldest House proper. He received the news from a fellow surveyor since he missed the announcement which would have told him the good news.[1]
