The file can be found in the Maintenance Sector, at Black Rock Processing. From the Atlas Chamber Control Point, head back to Black Rock Processing. Before you enter the main room there is a Clearance Level 5 door. Enter it, turn right, then Levitate through the hole in the ceiling. The file can be found on the ground.
