Agent Rowley was an agent for the Federal Bureau of Control.

Biography

Rowley and Agent L. Heinz were assigned a field mission to locate the Oceanview Motel's actual geographic location, and as of October 2019 had been on the road for 83 weeks, visiting various roadside motels and inns. Consistently sleeping in the same room as Heinz made both agents "very tired," which led Heinz to request an increase in budget so the two could stay in separate rooms.^[1]

It is likely that both Heinz and Rowley survived the Hiss invasion due to being on a field mission and away from the Oldest House.
