O'Neil was a Ranger in service to the Federal Bureau of Control.

Biography

O'Neil was part of a squad that included Kevin Horowitz and Rupert Wells. Sent into the Sealed Threshold to secure Ocelot's Anchor, the team was repelled by the item. O'Neil was separated from his squadmates during the retreat and killed by Hiss-possessed soldiers.

When Jesse Faden entered the Sealed Threshold to retrieve Wells the two encountered O'Neil's body in a hallway on their way towards the exit.
