That's no normal piece of paper.

— Jesse Faden, finding the first letter

The Moving Letters are a set of four Altered Items which were found directly inside the Federal Bureau of Control's offices (namely the Executive Sector's Dead Letters Archive) on October 13, 2014, without further explanation of their origin. They were then contained on the fourth floor of the Panopticon, in unit 9.

Description

Though the envelopes of all four letters are undamaged, the letters themselves – a single page of paper each – were exposed to water, making them illegible.

Altered Effect

The Moving Letters are able to move by their own effort, though not over large distances. They count as the first multi-part Altered Item that was discovered by the FBC.

Containment Procedure

The moving effect can be suppressed by Black Rock panelling.

History

Discovery

The Moving Letters were found by Penny Bartwell when they tried to move out of a filing cabinet at the Dead Letters Archive. The Head Archivist had no records about these specific letters.

Events of Control

During the Hiss invasion, three of the four Moving Letters manage to escape from the Panopticon and relocate back to the archive. Frederick Langston, supervisor of the Panopticon, asks Jesse Faden to return the letters which are only one of several Altered Items on his list of "runaways". Jesse is able to find and recontain them.
